John Nosacka, LCSW-BACS, MSHCM
John Nosacka, LCSW-BACS, MSHCM is the Director for Training, Emergency Preparedness, and other special projects at Capital Area Human Services (CAHS). He oversaw the search process for CAHS’ new EHR and leads the clinical implementation team. He is the Program Manager for the Assisted Outpatient Treatment (AOT) Program and was part of the team that revised the AOT law last year. Also, Mr. Nosacka is the coordinator for the Crisis Intervention Team trainings held in the Baton Rouge-area and offered to local law enforcement agencies. Mr. Nosacka received his MSW from LSU in 1994 and a masters in healthcare management from UNO in 2004.
Karla Lee Muzik
As the Director of Business Operations, Karla Lee-Muzik brings more than 25 years of healthcare administration experience to Capital Area Human Services (CAHS), one of the largest behavioral health providers in the State of Louisiana. Her role as a financial strategist includes revenue cycle management for all third-party payers, new business development, and other fiscal special projects. One such project is the SAMHSA PIPBHC Grant, which promotes integrated primary and behavioral healthcare services.
In 2017, Ms. Muzik steered CAHS toward the future by negotiating Value-Based Purchasing contracts with Louisiana Medicaid Managed Care Organizations. She has been instrumental in creating the agency’s Quality Performance and Incentive Department (QPID). Its goal is to maximize profitability while promoting excellent client-centered clinical outcomes. In 2020, under her leadership, CAHS was awarded the AmeriHealth Caritas Louisiana Quality Champion. This distinction recognized the agency for its outstanding performance during the first year of the Value-Based Purchasing Program.
Currently, Ms. Muzik is the co-project lead for the agency’s new EHR system. Her objective is to build a robust practice management system that includes efficient billing, collections, and management of value-based and financial reporting data.
Ms. Muzik received her Bachelor of Science Degree from the University of Alabama in 1990 and has also earned her AAPC certification. She has authored several professional practice management articles and continues to educate healthcare providers with documentation and billing practices.
Ken Carr

Ken Carr brings over 30 years of finance, technology, data analysis, and reporting experience in the health and human service field to OPEN MINDS. He currently serves as a Senior Associate with the OPEN MINDS consulting practice. In this role, Mr. Carr serves as a subject matter expert in the OPEN MINDS consulting practice where he has led numerous engagements in strategic planning, merger and acquisition prospecting, business process improvement, managed care and value-based contracting preparedness, financial analysis of service lines, and technology selection.
